University Police and Safety Department
The University Police
and Safety Department is responsible for law enforcement, security,
disaster planning, environmental health and safety, and emergency
response at Florida Gulf Coast University and is located on
the north end of the Campus Support Complex.
The law
enforcement officers of the Department receive their enforcement
authority via the provisions of Chapter 1012.97 F.S.S.
All University police officers are certified by the State
of Florida after completion of an appropriate training course
as set forth by the Florida Department of Law Enforcement’s
Criminal Justice Standards and Training Commission. Police officers at FGCU have full law enforcement
authority including arrest powers on all property owned, or
controlled by Florida Gulf Coast University.
The University Police and Safety Department uses
motor vehicles to patrol the roads and parking lots on campus.
Other patrol strategies include bicycle patrol, foot patrol, ATV
patrol, boat patrol and
service vehicles (mules).
The University Police
has an excellent working relationship with all local law enforcement
agencies, which assures the delivery of professional police
services. All State and Federal agencies are available to assist the Department
upon request. Communication
and coordination with all area law enforcement are maintained
on a 24-hour basis via computer networks such as Florida Crime
Information Center (FCIC) and National Crime Information Center
(NCIC)
The Department provides
both routine and emergency services to all persons on campus. If you are in need of routine police service,
please dial 590-1900 from any campus telephone excluding pay
phones. If you are reporting a crime, or you need emergency
assistance, please dial 590-1911 or use the emergency phones
located in the parking lots and along walkways.
From any pay telephone, dial 911 (no coin is needed).
The University Police
and Safety Department operates 24 hours a day, 7 days a week
and is staffed by both sworn and civilian personnel.
They are responsible for enforcing Florida laws, University
rules and protecting the campus community.
Services provided include routine patrol by vehicle,
bicycle, or on foot, investigation of all misdemeanor and felony
crimes, traffic enforcement, accident investigation, special
events management, and crime prevention programs.
The University Police and Safety Department has established
a Housing Liaison Officer position within the agency.
This is a sworn law enforcement officer whose duties
include the delivery of routine police services and safety/security
programs to residential students.
The University Police
and Safety Department operates a lost and found program.
All items found throughout the University are delivered
to the Department for safekeeping.
Items held by the Police Department for more then 90
days are sold at quarterly auctions.
These auctions are also your last opportunity to recover
a lost item.
You will be required
to provide the Department with proof of ownership whenever you
attempt to recover a lost item.
You are encouraged to mark personal items with a readily
identifiable number. In the event of loss or theft, the item will be much easier to return
to the rightful owner.
Information about
police activities, including crime prevention tips, is provided
to the campus community through the campus newspaper.
Information of incidents which threaten the campus community,
or seeks the assistance of the campus community in solving incidents
will be distributed on posters and placed throughout the campus.
“E-Mail” is also used to communicate with faculty and
staff.
Police Department
members provide personal safety information at each new student
and employee orientation. Security surveys or other presentations are
offered upon request to any group on campus.
Such presentations include available pamphlets, handouts
and prevention tips
Sexual assault awareness
programs are offered periodically to any and all interested
individuals or groups. Group programs may be scheduled in advance
by calling 590-1900 (1900 on campus).
The program also provides tips on avoiding and preventing
“acquaintance/date” rape.
The Silent Witness
Program is a mechanism by which you can anonymously report crime
or other incidents to the department.
If you wish to anonymously report a crime or other incident,
please call 590-1906.
The University Police
and Safety Department, in conjunction with other University
offices and local social service providers, provides periodical
educational programs on the effects of alcohol and drug abuse.
The programs include dissemination of information critical
to the participants’ ability to make informed, responsible decisions
regarding the role of these substances in their lives.
The University Police
and Safety Department is required by Florida State Statute to
inform victims and witnesses of crime, of their rights within
the legal system. If you are the victim of, or a witness to a crime, the investigating
officer will provide you with the required information. Our close relationship with other service providers
allows us to refer you to them for services beyond that which
we can offer.
The University Police
and Safety Department monitors Communications, fire alarms and 911
lines 24 hours
a day, 7 days a week and also provides emergency communication services
around the clock. Such emergency communication includes; direct
dial (no dialing) telephones in each elevator, “Blue Phone”
emergency telephones located throughout parking lots, and 1911
emergency service from any campus telephone except pay phones.
Police Communication
and Service Aides, in addition to answering your calls for assistance,
provide services including; monitoring fire and security alarm
systems, maintaining daily records of police activity, radio
communications between officers, and assist in the enforcement
of University regulations.
When calling for
assistance, be it routine or emergency, be prepared to:

State where you are calling from; and
Þ
State briefly the nature of your call.
The University Police
and Safety Department is responsible for the enforcement of
parking regulations on campus. All faculty, staff, and students are required
to have a parking permit/decal during daylight and evening hours. Parking Services is located in the Campus
Support Complex on the north end of the building.
Student Parking
Enforcement Aides issue parking citations for illegally parked
vehicles and vehicles without parking permits/decals.
“Operation Identification”
is a program based on the concept that marked items are more
difficult for a thief to dispose of as they can be traced back
to the owner. Property is engraved with the owner’s driver’s
license number, or social security number for identification
purposes. The Department
offers this service at no cost.

Lee County Transit
System (Lee Tran) services the university.

Plant Operations
and Maintenance Department is responsible for the operational
maintenance of all University buildings and grounds.
Safety or maintenance problems should be reported to
590-1300 (1300).
To provide a safe
environment for the university community, we periodically evaluate
our lighting system. This system encompasses the roadways, pathways,
and parking lots to provide visible paths of travel to and from
buildings and parking lots.
With construction and environmental changes, illumination
may not always appear the same. Students, faculty and staff are encouraged
to report lighting problems to University Police or Plant Operations
Protection of issued
keys and entry cards is extremely important.
Do not lend keys or cards, particularly if you are unsure
of a persons authorization.
Keys are clearly marked “Do not Duplicate” and any attempt
to duplicate such a key is illegal.
Crime
Prevention
Crime Prevention classes are held periodically
and are open to students, faculty, staff and the general public.
Rape Aggression Defense (RAD) System classes are open to female
students, faculty and staff periodically, throughout the
year. We also
offer, free of charge to students, faculty, and staff, a residential
security survey. For more information on this service, please

Security of University property and buildings is
also a concern for the Department. If you are the last person
leaving a particular office, room or building, please secure
the area as you leave.
