
SECTION EIGHT
USE OF SERVICE VEHICLES
I. AUTHORITY:
The authority to establish this policy is granted through chapter 240 Florida Statutes and 6-C10-8 Parking and Traffic Regulations.
II. DEFINITIONS:
A. Vehicle- Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, excepting devices used exclusively upon stationary rails or tracks.
B. Pedestrian- Is any person afoot.
C. Service vehicles- Is a gas or electric powered golf cart, all-terrain vehicle, utility cart, etc. used by Physical Plant and/or Police Employees.
III. PROCEDURES:
A. Service vehicles will be driven only on inner vehicular drives and pedestrian sidewalks on the perimeter of the campus core as designated on special route maps which can be obtained from Physical Facilities or University Police Department. No Cart Traffic Will Be Permitted On Covered Walkways.
B. While driving in parking lots, service/police vehicles will obey all traffic control devices and signs.
C. Service vehicles, except grounds vehicles, are prohibited from utilizing the paved portion of the roadway. All service/police vehicles required to drive on the right-of-way will use the shoulder of the road.
D. DO NOT leave keys in unattended vehicles.
E. Service vehicles will observe the following precautions:
1. Proceed at pedestrian walking speeds. Remember that Pedestrians Always Have the Right of Way. Be especially careful for sight or hearing impaired persons who may not be aware of any approaching danger.
2. Make complete stops at ALL intersections of buildings and crosswalks to ensure all pedestrians have cleared the crossing.
3. Always travel at least six feet away from buildings.
4. Drivers of service/police vehicles are encouraged not to use the inner sidewalk pathways for journeys cross-campus. USE THE OUTER PERIMETER.
5. All service vehicles should be marked, front and rear, with identification numbers.
6. It is the responsibility of each Director using service vehicles to ensure adherence to this policy.
7. In the event it is absolutely necessary to operate a service vehicle in an unauthorized area, AND NO OTHER ACCESS IS POSSIBLE, the University Police must be notified in advance.
8. The University Police Department may cite an individual for an unauthorized use of a service vehicle, in which case it will be the responsibility of the appropriate Director or Department Manager to take necessary disciplinary action.
